Has this been reported upstream? Generally failures on an architecture could be indicative of bugs in the code across any arch.

the problem remains after upgrading to eccodes 2.8.0
This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle. Changing version to '29'.
Upstream has now decided that "it will not be fixed. We could reconsider in the future but it is unlikely we will ever support 32-bit platforms, unless there is a huge use case.". See: https://jira.ecmwf.int/browse/SUP-2411 So I propose to close this issue.
ARMv7 is EOL with F-36 so this won't be fixed in Fedora.
