Description of problem:

building any images that uses openshift/ose3 as a base (basically all ose images) can not run in an openshift disconnected installation.

The image contains a repository which references to:

http://cbs.centos.org/kojifiles/repos/paas7-openshift-multiarch-el7-build/latest/$basearch

100%

Steps to Reproduce:
1. build the nodejs-8 image https://github.com/openshift/jenkins/tree/master/slave-base in an environment which does not have internet access.
2.It will fail with not able to connect to the cbs.centos.org repository.

Fails

Expected results:
RHEL images should not contact centos repository
