Could reproduce this bug on 3.7.42 cluster with 
openshift3/ose-service-catalog:v3.7(v3.7.42)
openshift3/ose:v3.7(v3.7.42)

Deleted projects keep in terminating status since serviceinstance can't be removed.

It's better to backport to 3.7, if customer do operaion of deleteing project with serviceinstance many times,the project limit maybe be used up.

That make senses to close as wontfix since we have a guidance for customer.
