Previously, the command to unset static routes from a router failed with the error 'Router does not contain route xxx'. With this fix, the command 'openstack router unset --route' is now successful.

Calling "openstack router unset --route destination=,gateway= ro1" fails with error:
Router does not contain route {u'destination': u'', u'gateway': u''}

I could reproduce it with python-openstackclient-3.2.1-1 to -4

This looks similar to https://bugs.launchpad.net/python-openstackclient/+bug/1631471
