Description of problem:

Adding a new subnet without specified 'subnet cidr' field fails with following error:

'Unable to create Cloud Subnet: undefined method `response' for #<ArgumentError: cidr is required for this operation> Did you mean? respond_to?'

However, the 'subnet cidr' is not marked as required.

Using RHV OVN as external network provider.

Steps to Reproduce:
1. Try to add a new subnet to a cloud network, fill only fields marked as ̈́'required'

Actual results:
Error, subnet cidr field is required.

Expected results:
Subnet cidr field should be marked a required and it shouldn't be possible to click 'Add' without filling it first.

Verified that subnet cidr is marked as required.
