Description of problem:
In 'Upgrading Red Hat OpenStack Platform' guide, we have a section for repository requirements: https://access.redhat.com/documentation/en-us/red_hat_openstack_platform/11/html-single/upgrading_red_hat_openstack_platform/#sect-Repository_Requirements

We do not have the repository 'rhel-7-server-openstack-11-optools-rpms' mentioned in the table. If we do not enable this repository on the overclod nodes, the minor update fails while resolving dependencies for collectd package:

Steps to Reproduce:
1. Deploy OSP11 with image overcloud-full-11.0
2. After successful deployment of OSP11, register the overcloud nodes with the repositories mentioned in the 'Repository Requirements' section.
3.Minor update fails.

Actual results:
Minor update fails if we do not have 'rhel-7-server-openstack-11-optools-rpms' repository enabled.

Expected results:
We should have rhel-7-server-openstack-11-optools-rpms mentioned in the doc
