The create windos

We must configure health monitor for pool inorder to be able to hit the "create load balancer" button in the "Create Load Balancer" window.

Health monitor is no mandatory in CLI hence it should not be in GUI .

Thanks for opening the bug upstream. I don't think we'll need to track this particular issue in RHBZ.
