Description of problem:

Restarting a master node (like, restarting the host) causes master to rejoin cluster as schedulable even though it was previously marked as unscheduable.


Version-Release number of selected component (if applicable): 3.7.42


How reproducible: Always


Steps to Reproduce:
1. Shut down one master host in multi-master environment. 
2. Wait a bit (~5 minutes? I haven't been able to pin-point exact time)
3. Restart the master host
4. Monitor `oc get nodes -w` to see SchedulingDisabled is never re-added

Actual results: Master is never marked unschedulable again even though it was previously.


Expected results: Master should be marked unscheduable if it was before.
