Description of problem: When resizing using horizon, there is no clue the instance will be stopped/started.


Version-Release number of selected component (if applicable): Queens (I don't have access to undercloud to view package versions)


How reproducible: Login in openstack tenant, try to resize an instance without knowing it will be stopped


Steps to Reproduce:
1. Login to horizon
2. Create an instance
3. Try to resize it

Actual results: No warning about the instance will be stopped/started


Expected results: A popup/warning message/something that shows user the instance will be stopped.
