Steps to Reproduce:
1. Boot guest with qemu command line [1] in the src host and boot guest with  " -incoming tcp:0:5555" in the dest host

2. migrate from src to dst with "migrate -d tcp: hostip:5555, migrate_set_downtime 10 migrate_set_speed 1G" in the hmp

3. reboot guest in the guest after migrate finished

Actual results:
1.No response in the guest and guest even not login the seabios

2.Guest can reboot after execute "info cpus" 2 times
