Description of problem:
Starting at kernel 4.16.0, KVM guests using VLANs are no longer able to communicate

How reproducible:
Always

Steps to Reproduce:
1. Update from 4.15-rc9 to 4.16

Actual results:
VLAN tags seems to be dropped 

Expected results:
VLAN communication shouldn't be dropped

Additional info:
I've reproduced this with 4.17.0 too so this issue has been around for a while.

I just tried (2 Fedora guests running Fedora35) and it just works.
