Description of problem:
User can import csv with duplicate entries  

Version-Release number of selected component (if applicable):

How reproducible:
100%

Steps to Reproduce:
1.Go to Infrastructure -> Migration-> Overview -> Create Migration Plan
2.Import a CSV in the wizard, which has a VM duplicate entries
3.See screenshot

Actual results:
no validation on duplicity
 
Expected results:
Duplicate entries are removed via import time validatio

Importing duplicate VMs through CSV on 5.10.0.2 showed "Duplicate VM" as error message in tooltip.
