How is this a bug? The error message is telling you the exact issue - you're trying to sync a channel to your Sat5.8 system, that you're not entitled to by the manifest you have activated on that system. Make sure you have a subscription in your account for whatever gives access to the HTB program, make sure that sub is added to your 5.8 manifest, and then issue rhn-satellite-activate --manifest-refresh to give yourself access.
