Description of problem:

New service CephMgr is introduced in Queens. When user performs upgrade from Pike and uses custom roles_data.yaml it's required to add missing service OS::TripleO::Services::CephMgr to a role(s) where CephMon is deployed.

Gulio, please correct if it's wrong.
