Description of problem:

If a user has lots of guest pools (for example, if there are lots of guests running on hypervisors), manifest import can take a long time.

Specifically, the "ImportProducts" step can take quite a while. For a Satellite with 3300 pools, this step can take 3.5 hours. It appears that during manifest import, all of the pools are reindexed. This happens one pool at a time, and each pool take a couple of seconds which leads to this issue.

Note that this is issue appears to be in Katello code and not candlepin.

Version-Release number of selected component (if applicable): 6.3.1

Steps to Reproduce:
1. load up a database with lots of guest pools
2. import manifest

Actual results: manifest import takes a long time, long enough to cook a 15lb turkey

Expected results: manifest import takes less time than pizza delivery


Additional info: For purposes of this bug, the ImportProducts step on a database with over 3000 guest pools should take less than 25 min. Hopefully it will be faster than that, but 25 min should be OK to verify that this particular issue is fixed.

Steps:

1. Registered 3010 virt-who guests on a hypervisor.
2. Import manifest having Virt-Who subscriptions with 4000 entitlements.

Behavior:

The Import is so quick and especially the 'ImportProducts' step took very less time as less as 18 seconds.
