Description of problem:
mrtg no longer works in enforcing mode.

audit2allow thinks the following is needed:

#============= mrtg_t ==============
allow mrtg_t mrtg_etc_t:file { execute execute_no_trans };
allow mrtg_t mrtg_var_lib_t:file map;
