Description of problem:
Currently ghc-compiler includes a bunch of documentation files
(in particular the user-guide and some libraries toplevel files).
These should be subpackaged, I think this could be done together
with the subpackaging of doc-devel for all libraries.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.
