Description of problem: in a French environment (fr_FR.UTF-8), `man rename` shows the man page of perl's rename (not shipped outside Debian-derived distribution if I'm correct) instead of util-linux's rename. The displayed file is `/usr/share/man/fr/man1/rename.1.gz` from package `man-pages-fr-3.70-12.fc27.noarch`.

How reproducible: always


Steps to Reproduce (assuming French man pages are installed):
1. type `man rename` in a terminal

Actual results: man page looking like perl's rename (see for example this package: https://packages.debian.org/stretch/rename).


Expected results: a translation of `/usr/share/man/man1/rename.1.gz` from `util-linux-2.30.2-3.fc27.x86_64`.

util-linux package does not contain any translated man pages, so you should not assume translated rename(1).

The issue with Perl rename seems related to man-pages-fr. I don't see a way how to fix it in util-linux package. Reassign to man-pages to any advice.

The file comes from supplemental man pages from http://www.delafond.org/traducmanfr/, it seems that translated "perl_rename.1" man page is being renamed to "rename.1" for some reason.
