Description of problem:
mod_fcgid is failing at startup due to 

Version-Release number of selected component (if applicable):
mod_fcgid-2.3.9-11.fc28.x86_64

How reproducible:
always

Steps to Reproduce:
1. dnf install -y mod_fcgid && systemctl restart httpd

Actual results:
fails

Expected results:
success
