Just tested with 4.20.4-200.fc29, it's still there.
I have test it with kernel-5.0.7-300.fc30.x86_64 and it is still there. Now there is after a time I can not use the mouse to click on windows both in KDE and Gnome. How can I debug this problem and give you more information?
