Description of problem:

When RHV 4.2 provider is added to CFME 5.8.4 without CA certificate, after successful refresh, ovn manager is synchronized and all network entities are displayed properly.

However, if CA certificate is user, after refresh ovn manager is not displayed in Networks -> Providers and no other network entities are displayed (networks, subnets...).

Steps to Reproduce:
1. Add RHV provider with CA certificate
2. Initiate or wait for refresh 
3.

Actual results:
After refresh, network manager is not displayed

Expected results:
Network manager should synchronize and all network entities should be displayed
