Description of problem:
When running the syntax tests on puppet-tripleo, it's failing with
manifests/haproxy.pp:611:WARNING: top-scope variable being used without an explicit namespace.  

This is likely because an issue during the rebase of the latest newton code.

According to our records, this should be resolved by puppet-tripleo-5.6.8-6.el7ost.  This build is available now.
