[OSP12] Collectd container does not bind mount /var/run/libvirt

Version-Release number of selected component (if applicable):
When deploying the collectd container, one thing missing is the ability to monitor virt stats, by having /var/run/libvirt bind mounted.

This patch to /usr/share/openstack-tripleo-heat-templates/docker/services/collectd.yaml by Sean Pryor adds the bind mount to the collectd container.
