fr_FR_add_system_permissions

Description of problem: The title of the add system permissions window needs to be aligned properly on the Administration -> users -> permissions -> add system permissions window. Currently for de and fr locales, the title, help icon and close sign look distorted. Please refer attached screenshot.

Steps to Reproduce:
1. Login to admin portal with de or fr locale
2. Go to Administration -> users -> permissions
3. Click on Add system permissions button and observe the window title.

Actual results:
The components near the title are not aligned properly. They look distorted a bit.

Expected results:
The components should be aligned properly.
