Seems like an odd thing to install. If anything, it should be in a subpackage.

This was changed on purpose. non-GNOME still don't provide any agent and we had to require agent so if this is not installed by default and run on start on all non-GNOME platforms, geoclue won't work for anyone on those platforms.
