Backport the following three patches to RHOS-9:

     [1] libvirt: Allow to specify granular CPU feature flags:

     [2] libvirt: Make `cpu_model_extra_flags` case-insensitive for real:

     [3] libvirt: Lift the restriction of choices for
         `cpu_model_extra_flags`:
         http://git.openstack.org/cgit/openstack/nova/commit/?id=cc27a20
