Description of problem:
Force log_data as false if using multi-zone and not using multi-site

Same work for log_meta was completed in this bug - https://bugzilla.redhat.com/show_bug.cgi?id=1461041

But we want to verify that when creating a multi-zone configuration we have log_data and log_meta both as false while not using multi-site.
