Description of problem:

No tooltip present for 'Expanding Cluster' message on cluster list view.

How reproducible:
100%

Steps to Reproduce:
1. Login to Tendrl
2. Go to 'All Clusters" view
3. Add a node to the existing cluster.
4. After few minutes, message will be set to 'Expansion required' for that particular cluster.
4. Expand the cluster.
5. After few minutes, message will be set to 'Expanding cluster' for that particular cluster.
6. Hover in the message.
 

Actual results:
No tooltip present for 'Expanding Cluster' message

Expected results:
Tooltip should be present for 'Expanding cluster' message to make itconsistent.

As seen in attachment 1454650 [details], there is a tooltip `Not Managed` in Hosts list during cluster expansion and in design document [1] is `status message reflects that host import is underway`. Should the tooltip be also changed for this BZ?

A couple things I observed:

The tooltip being shown on the pficon-in-progress icon shows inconsistent and differing messages when you're in the Clusters List View (All Clusters Page) and Hosts List View (All Hosts Page).

* In the Clusters List view, the tooltip shows "Expanding in progress" while the text towards the end of the row says "Expanding Cluster View Details".

* In the Hosts List view, the tooltip shows "Not managed" while the text in the column says "Importing host."

Here are some recommendations on how to make this clearer, as well as to address the concern @Filip raised:

(1) The text "Expanding Cluster View Details" needs a period after the Cluster, i.e. "Expand Cluster. View Details" (with View Details as a hyperlink).

(2) The tooltip on the Clusters List view might be clarified to say "Expand cluster in progress" vs. "Expanding in progress" to be clearer what we're expanding.

(3) For the Hosts List view, the tooltip should show something like "Importing host to expand cluster" vs. "Not managed" only during cluster expansion scenario.

Note: If action is in progress, then "Expanding cluster. View Details" makes sense.

If you say "Expand cluster. View Details" then you're telling user they need to perform "Expand Cluster" action and then view details, but this is after user has already clicked on Expand Cluster action.
