Add resource operation defaults for specific resource operation types. For example, allow a default timeout for all resource stop operations rather than for all resource operations in general.

4. Why does the customer need this? (List the business requirements here)

Customer would like to have different default timeouts for resource start, stop, and monitor operations. It would be more convenient to implement these as defaults than as attributes of each resource's operations. An op default timeout in the current implementation would apply to all resource operations.

5. How would the customer like to achieve this? (List the functional requirements here)

We should be able to run `pcs resource op stop defaults timeout=60s`, for example.

6. For each functional requirement listed, specify how Red Hat and the customer can test to confirm the requirement is successfully implemented.

  1. Set a distinct default value for each type of resource operation.
  2. Create a dummy resource agent with a large `sleep` command (e.g., `sleep 3600`) for each resource operation.
  3. Create a resource from this agent, with no op timeouts specified.
  4. Verify that the start operation times out when it reaches the `op start default timeout` value.
  5. Decrease the sleep value for the start operation so that the resource is allowed to start.
  6. Peform a `pcs resource cleanup`.
  7. Verify that the monitor operation times out when it reaches the `op monitor default timeout` value.
  8. Verify that the stop operation times out when it reaches the `op stop default timeout` value.

Because this will likely require new configuration syntax, for technical reasons this will only be addressed in RHEL 8
