Cause:
Hardlinks and softlinks were not upgrade during certificate redeploy
Consequence:
upgrade fails
Fix:
hardlinks are forced to be updated to render new certificate contents
Result:
upgrade proceeds

Fix is available in openshift-ansible-3.10.0-0.48.0 Verify this bug with openshift-ansible-3.10.0-0.64.0.git.20.48df973.el7.noarch.
During 3.9 to 3.10 upgrade, when etcd redeploy-certificates.yml is called, it could backup etcd certs and generate new cert files correctly.
