python-jwt was added to rhel at rhel-7.5. Please retire package on epel.

Crap, this will yank python34-jwt as well, which is required by python34-github.  Can we hold of on the removal until I can submit python3-jwt (which will have a python34-jwt subpackage)?

This will be squared away once https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2018-c05e751cfd is pushed to stable.  Thanks for that review Ralph!
