Description of problem:
The newly added category doesn't appear in expression form

How reproducible:
100%

Steps to Reproduce:
1. Create new category and tag to this category
2. Navigate to add new group page
3. Switch My Company Tags to 'Tags Based On Expression'
4. Open categories dropdown
5. Find new category in the list

Actual results:
The newly added category is missing

Expected results:
All categories should be in the list
