How reproducible:
Always

Steps to Reproduce:
1. Navigate to RH Repos page
2. Select content_type = kickstart
3. Try enabling
Red Hat Enterprise Linux Atomic Host (Kickstart)
Red Hat Enterprise Linux Atomic Host Beta (Kickstart)
Red Hat Enterprise Linux 7 Server Beta (Kickstart)
Red Hat Enterprise Linux 7 for IBM Power LE Beta (Kickstart)

The issue might be on other kickstart also, not tested all

Actual results:
The option throws undefined method `include?' for nil:NilClass error

Expected results:
The page should give us list of repos under label and ability to enable those

I am still able to correctly select and enable some kickstarts repos like
Red Hat Enterprise Linux 6 Server (Kickstart)

Build: Satellite 6.3.0 snap8

I am still unable to enable Repos 
Affected repos:
Name - Red Hat Enterprise Linux Atomic Host (Kickstart)
label - rhel-atomic-host-kickstart

Using same manifest, I am able to enable it on 6.3 but it errors out on 6.4

Also, I feel the error for non-existent product is not replaced with appropriate values and has parameters in it.

I get error 
%{unused_substitutes} cannot be specified for %{content_name} as that information is not substitutable in %{content_url}

Verified on snap 12.

Verification steps: 
I expanded almost every kickstart in the list view, the error is no longer present.
