Running transaction test The downloaded packages were saved in cache until the next successful transaction. You can remove cached packages by executing 'dnf clean packages'. Error: Transaction check error: file /usr/share/glib-2.0/codegen/__pycache__/codegen_main.cpython-36.opt-1.pyc conflicts between attempted installs of glib2-devel-2.56.1-2.fc28.i686 and glib2-devel-2.56.1-2.fc28.x86_64 file /usr/share/glib-2.0/codegen/__pycache__/codegen_main.cpython-36.pyc conflicts between attempted installs of glib2-devel-2.56.1-2.fc28.i686 and glib2-devel-2.56.1-2.fc28.x86_64 Expected results: Successful install. Additional info: Someone on ask.fedoraproject.org ran into that problem.
I can confirm this. Also, this same error occurs when installing this package with the i686 architecture with --releasever=28.

I also want to mention that this is disallowing me to update to Fedora 28 without removing this package (unconfirmed if removing this package of both architectures will work around the issue).
I confirm I have this bug too on Fedora 28. My workaround for now has been to remove glib2-devel-2.56.1-1.fc28.i686.
