[UPGRADE] Passing ceph-ansible.yaml environment file to 'ceph-upgrade run' causes the wrong playbook to run

We should probably clean up the existing ceph-ansible environment files so that they do not reset the CephAnsiblePlaybook value
The possible workaround is to always pass the --ceph-ansible-playbook argument to the 'ceph-upgrade run' command during the upgrade process. # openstack overcloud ceph-upgrade run --ceph-ansible-playbook /usr/share/ceph-ansible/infrastructure-playbooks/rolling_update.yml
