Description of problem:
The collectd-apache plugin is included in kolla, but not useful, unless it's configured correctly.
This both includes
(a) enabling collect-apache and configure the url correctly, see https://collectd.org/wiki/index.php/Plugin:Apache
(b) enable the httpd status module on a web server
