Description of problem:
See steps to reproduce.

Version-Release number of selected component (if applicable):

How reproducible:
Always

Steps to Reproduce:
Steps to reproduce (with an example):
- On 10.4.119.223, I have added a virtual interface lo:1 on the loopback. The virtual interface lo:1 has an IP address of 10.4.119.230 and a netmask of 255.255.255.0.
- From a host on the 10.4.119.0 network (e.g., 10.4.119.224), I can no longer telnet to or ping the 10.4.119.223 server.
- If I change the netmask to 0.0.0.0, it works; so does 255.255.255.255.
- I am using RedHat Enterprise Linux 3.0 Update 4.
