Description of problem:
chargeback rates assigned to tags via tag category assignation do not seem to get saved

Version-Release number of selected component (if applicable):
5.9.2.4

How reproducible:
all the time

Steps to Reproduce:
1.go to cloud intel > chargeback > assignments > assignments > compute
3. select "tagged instances and vms" and then one tag category
4. assign rates to the different tags in the category
5. save
6. go to another tag category
7. assign the rates
8. save
9. go back to the previous category

Actual results:
the assignation doesn't seem to have happened

Expected results:
the assignation is saved and can be accessed.


Additional info:
generating reports based on that assignation come up with "no records found" for the customer
if you only save one tag category the results for that category can be seen in the interface but this customer expects to be able to define assignations over multiple tag categories.
the documentation (https://access.redhat.com/documentation/en-us/red_hat_cloudforms/4.6/html/monitoring_alerts_and_reporting/sect_chargeback#to_assign_chargeback_rates) does not clearly indicate if this behaviour should be expected.

There is one main problem that remains here though, and I don't know if this is expected in the current release of the product or not.

if you follow those steps :

1.go to cloud intel > chargeback > assignments > assignments > compute
3. select "tagged instances and vms" and then one tag category
4. assign rates to the different tags in the category
5. save
6. go to another tag category
7. assign the rates
8. save
9. go back to the previous category


you cannot see the rates you assigned to the previous tags in the tag category.

is this expected?
