Some undo changes might be required to containerized Neutron and Manila defaults switched. For Pike those could yet be a thing. Alex Schultz has kindly agreed to help me with getting that information.

@Alex, according to your comment: "So for 12 we likely just want to leave the hack we had to convert stuff to docker in place since it's not an LTS release." I'm closing this one.
