Description of problem:

The OpenStack Provider can not see all the keypairs.

How reproducible:

100%

Steps to Reproduce:
1. Use admin user to authenticate
2. Add admin user as the "admin" role to other projects
3. In CFME UI, only admin's keypairs are shown

Actual results:

The OpenStack Provider can only see the keypairs which belong to the user that was used to add the provider

Expected results:

The Provider should be able to see all the available keypairs that the authentication user can.
