On a 3.7 dedicated cluster, the .operations.* indices were not configured to have any replica shards.

Reviewing the code, it appears the REPLICA_SHARDS environment variable is not being set.

Yes.  Reference the bz from #c1.  It's in modified awaiting to be moved along by RCM
