Description of problem:

When using egress static IP curl to SVC gives could not resolve host error from within the pod. 

Ex: #oc exec <pod-name> -- curl -ksv  <svc-name>:port
* Could not resolve host: <svc-name>; Unknown error
* Closing connection 0
command terminated with exit code 6

How reproducible:

Actual results: Could not resolve host , fails with unknown error. 


Expected results: Should able to connect.

Fixed in the next errata (which I think is going to be 3.9.28, in a week and a half)
