Please fix fish at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
fish will be orphaned. Before branching of Fedora 29,
fish will be retired, if it still fails to build.

I retried the build and it worked:

It appears that the test failure was nondeterministic.  I'll close this bug in favor of the upstream bug.
