Description of problem:
upgrade to fedora28 (worked in 27) and try to connect to openconnect VPN
SELinux is preventing openconnect from 'search' accesses on the directory /sys/kernel/config.

If you believe that openconnect should be allowed search access on the config directory by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# ausearch -c 'openconnect' --raw | audit2allow -M my-openconnect
# semodule -X 300 -i my-openconnect.pp
