isn't that addressed by https://access.redhat.com/solutions/3480921 ?

From Scott: That should be fixed in 3.9.31 that shipped 2018-06-27. Please test again with that version.

Verified with version openshift-ansible-3.9.33-1.git.56.19ba16e.el7, it doesn't use oreg_url now.
