+++ This bug was initially created as a clone of Bug #158098 +++

Description of problem:
See above. It complains only the owner or the submitter can change that field.

Changing priority is not allowed by the submitter when the
'letusersubmitterchoosepriority' bugzilla setting is false. Yet the error
message states the submitter should have been allowed to make the change. Needs
to be different depending on the type of change.

Red Hat Bugzilla is now using version 3.2 of the Bugzilla codebase and therefore this bug will need to be re-verified against the new release. With the updated code this bug may no longer be relevant or may have been fixed in the new code.
Updating bug version to 3.2.
