Description of problem:

In the OPS UI, there is no submit action button in the dialog form when a button is created at the Service level.

Steps to reproduce.
1. Automate -> Customization -> Button. Add a button to the Service object. Button has a dialog form.
2. Create a Service
3. Click on the Edit button at service details page.

I was trying this on the Ansible Tower Service type.

This is also problematic for Generic Catalog type. It is even worst with Generic Catalog type with 2 rows of buttons.

I did not test other service catalog types.
