"Add" plan option disappeared after signning up 4 plan on 4 different clusters

How reproducible:
always

Steps to Reproduce:
1.Sign up Free plan, and then 3 Online Pro plan on different clusters
2.Try to sign up Fuse plan
3.

Actual results:
"Add" plan options disappeared , user can not sign up any plan any more.

Expected results:
User can sign up Fuse plan on the same cluster with Online Pro plan
