Description of problem:
Can't resume subscription after cancel subscription before EOM

Version-Release number of selected component (if applicable):
manage.stg.openshift.com

How reproducible:
always

Steps to Reproduce:
1.Sign up a Pro/Fuse plan on online-STG;
2.Cancel service;
3.Resume service;

Actual results:
can not resume service, the message is something like "Your subscription is cancelled"

Expected results:
User can resume service

I think so. Tried again today, resuming works well. Thanks.
