Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). Description of problem:
During repo syms, I have ran out of disp space and that resulted in infinitely blocking Actions::Pulp::Repository::Sync task when pulp runs out of disk space - even after I have freed the space and `katello-service restart`, task is still "running" and blocks any other sync of that repo.

Steps to Reproduce:
1. Have a nearly full filesystem (I have only root, no dedicated "/var/lub/pulp" or other "/var/lib/...")
2. Attempt to sync big Red Hat channel so it fails when syncing packages due to disk space
Actual results:
Actions::Pulp::Repository::Sync action is stucked in "running" state although DynFlow console says "Actions::Pulp::Repository::Sync (error)" and nothing happens. Any other attempt to sync that repo or to unsubscribe from it fails with lock conflict:
Required lock is already taken by other running tasks.
Expected results:
Task should be marked as failed
